Body found in water tank of Los Angeles hotel is missing tourist

The body of missing 21-year-old Canadian tourist Elisa Lam was discovered in a water tank atop the Cecil Hotel in Los Angeles. NBCNews.com's Dara Brown reports.

The body of a woman recovered Tuesday from a water tank on the roof of a downtown Los Angeles hotel is that of 21-year-old Elisa Lam, a Canadian tourist who stayed at the hotel before she disappeared several weeks ago, police officials said late Tuesday.

At about 10:15 a.m., police were called to the Cecil Hotel. The Los Angeles Fire Department also responded. The body was removed at about 4:30 p.m. after an urban search and rescue team worked to free the remains while trying to maintain evidence, authorities on scene said.

Hotel guests had reported that the water pressure in the building was low, prompting a maintenance worker to visit tanks on the roof, where the body was found, according to Los Angeles Police Department Officer Sara Fayden.

Officials were gathered on the hotel's roof at midday, and multiple emergency vehicles were parked in front of the building, including a sedan from the county coroner's officer.

LAPD homicide detectives had been investigating the disappearance of Lam, a Vancouver, B.C., resident who had stayed at the hotel during a visit to Southern California last month.

Surveillance video from the hotel had shown Lam in the hotel's elevator on Feb. 1. She seemed to push multiple buttons in the elevator, then stepped in and out and appeared to hide in a corner in what authorities described as "abnormal" behavior.

The surveillance video is the last known image of Lam, whose parents said she had called them every day until she disappeared, according to police.

Lam had stayed at the Cecil Hotel during a visit to LA that began Jan. 26, but when it came time for her to check out, she could not be found. She was last seen Jan. 31.

The water tank was about three-quarters full when the body was found, according the Sgt. Rudy Lopez of the LAPD. He said the tank's metal latch could be easily opened but added that access to the hotel's roof is secured with an alarm and lock.

A spokesman for the Los Angeles County Department of Public Health said the agency was investigating the four 4-foot-by-8-foot water tanks to determine whether the hotel's water supply had been contaminated.

Fire Capt. Jaime Moore said a water sample had shown "no biohazard concerns" and that the hotel's water tanks were not connected.

Longtime hotel resident Bernard Diaz reported flooding on the fourth floor at about the time Lam disappeared, saying he heard a thump so loud one night he "fell out of bed."

The building, located near Skid Row, is described on its website as a "beautiful vintage European-style hotel built in the 1920s."

The single-room-occupancy hotel has an unusual history. "Night Stalker" Richard Ramirez, who was found guilty of 14 slayings in the 1980s, lived on the 14th floor for several months in 1985. And international serial killer Jack Unterweger is suspected of murdering three prostitutes during the time he lived there in 1991. He killed himself in jail in 1994.

In 1962, a female occupant jumped out of one the hotel's windows, killing herself and a pedestrian on whom she landed.

The custodian did it and or it was an inside job. She couldn't have unlocked and turned off the alarm to the secured roof if she didn't have a key or the alarm code.

Oh no, what is she doing traveling by herself in a foreign country doesn't she know that it is dangerous. She deserves dying there for being so stupid! That's right our country is so safe ,also. Just because the exit was supposed to be locked and alarmed doesn't mean it was. Not only that, I've been to a hotel where I managed to gain access to the roof without having any alarms go off, and it wasn't through the emergency exit either. Also, I seriously doubt this girl cared about setting off alarms if her behavior was anything like the article suggests.

Good point however, with her behavior the way it was that night, you think if anyone working there that may have a criminal past would've noticed this and targeted her as easy prey? Not to mention if they did, they would've most likely had a key and alarm code to the roof access.

Of course we're just speculating as this is what the vine is for. They'll do a DNA test on her and drill the employees until they see someone isn't reacting natural to being questioned. Ask for DNA from the person of interest and take it from there. We'll read about this again in the near future and see what the real deal is.

Guests were complaining of low water pressure, so the maintenance man went to the water tanks to check, yet they claim the tanks weren't connected. Also, they decided to check if the water supply was contaminated, water that isn't connected so it doesn't need to be tested for contamination, which it wasn't, even after a dead body was in it.

But seeing the entire video isn't important. Pay particular attention to the first few seconds. Watch how the doors are about to close but then snap back open. The poor girl didn't even notice the doors were locked open till much later. Kinda creepy when you first notice it. It's like something out of "Paranormal Activity." Or atleast "Poltergeist."

It's poorly written. I believe the writer may have meant that "the tanks weren't connected" to each other. That would mean only part of the hotel was getting poor water pressure.

My plan for sticking to bottled water when traveling remains in tact. Some hotels offer bottled water. I guess this is a story to support my action plan to avoid hotel water. But I guess this does not help when taking a dead body scented shower. Euw.

They had to be connected, if not why would it effect the water pressure and why check that tank in particular.

Also you would hope the LAPD checked the alarm on the roof door to make sure it was working or not, that would be a big help in the investigation.

Suds, at the hotels I stay at for business, which are the Marriot's, Hilton's, and Embassy Suites, they leave bottled water in your room, but you are charged $5 if you drink it.

I watched the video. First she presses many buttons and stays on the elevator. Then in the other video she presses all the buttons and gets off the elevator. My thought was that here is a bored lady hoping to meet someone on the elevator. She's planning on stopping on each floor and then sticking her head out and looking to see what's going on. She's having a little elevator fun. She's on a vacation by herself? Answering ads on Craig's list would be more dangerous but not much. My guess is she finally hooked up with someone and it just didn't work out very well for her. Even if she was prostituting herself, she didn't deserve this. Drug sales or prostitution can't happen unless someone is buying. These are a few of the things you should not do. Don't sell sex, don't buy sex. Don't sell drugs. Don't use drugs. Don't smoke. Murdered, either an inside job or the murderer got real lucky. he knows his way around the hotel and has access to things. Yes she could have answered some kind of ad that brought her there or maybe she was meeting someone who intended on doing her in - website for singles is possible. the police will find out and one way or the other they will find the killer - possibly a homeless dude who lives in the hotel and has been around the hotel to know enough ways to move stealthly - given description of proximity to skid row - there could be a connection.

James Herman - I watched the video too, and I think anything we conclude right now without knowing anything further is simply speculation. The reporter on that video mentioned she had some mental health issues ("mild depression", although we don't know any details about that), so that (or adverse prescription drug interaction etc.) could perhaps explain some of the bizarre behavior in the elevator as seen on the video. I don't know if we can also make the conceptual leap that she was murdered, either, until all the facts are in. It could have been suicide or accidental, if the roof access was not secured/alarmed as the hotel claims it was. There have been high-profile instances of confused hospital patients etc. getting out onto the rooftop and falling or freezing to death (Pittsburgh was one in recent years), despite the fact that the door was supposedly locked and alarmed. It's certainly possible she fell victim to a predator, too, perhaps one who noticed her bizarre behavior and took advantage of her altered state or mental illness. I can't fathom why these water tanks didn't have a lock on the lid.

Any way you look at it, it is a terrible tragedy, and my thoughts and prayers go out to this young lady's family. I feel really sorry for her and for them.

Poor little thing. Someone was following her and that's why she pushed more than one button on the elevator, she didn't want this person to know which floor she got off on. Then when she peeked out and hid, it was fear. I hope they find who did this.

Seems pretty obvious to me that she was trying to evade someone chasing or suspiciously following her. She may have thought the person chased her in another elevator or the stairs so she is checking when the door opens. She may have hit multiple buttons out of panic or deliberately hit multiple buttons to throw her pursuer off her trail.

As to the water tank not being connected. It makes sense in a murder situation by someone knowledgeable about the hotel and probably an employee there. Looks like there were at least 4 tanks. Her killer throws her in one and valves it off. Likely planning on letting her decompose for an extended period and then draining and cleaning out that tank at some later date. They may even possibly have added something to the water to speed the decomposition like a commercial drain cleaner or similar substance. The other three tanks keep the water pressure up under most conditions, but at times if demand is great, they don't have enough capacity and drain down, lowering pressure.

These type tanks are typical in tall buildings. City pressure isn't high enough to get to upper floors so a small booster pump, typically at ground level or sometimes an intermediate level, pumps the water at high pressure up to the tanks. In low demand periods, the tanks fill up slowly from this small booster pump. At peak demand times, the tanks will drain down to maintain pressure.

If it were a random murder situation, the killer probably wouldn't have even considered valving off the tanks. It is unlikely that she went in herself and randomly picked the one tank that wasn't supplying water. Had that tank been shut down because of some problem like maybe a leak, it is pretty unlikely that it wouldn't also have been drained down. The fact that the tank was 3/4 full, actually provides some indication of when she was put in it and the tank shut off. They can probably establish a "normal pattern" of how low the tanks get in the morning, and then how long they take to refill. The time it takes to get to 3/4 full would be a likely window of when she was put in it and it was valved off.

99.9% chance this was a murder and probably by an insider or someone with a good understanding of the systems, plus the ability to get on the roof without triggering the alarm.

After reading this and thinking about it, I have to wonder if the person responsible, may have used this "technique" before. It seems to me to have been thought out and not just an impromptu attempt to hide a murder. They may be looking at a serial killer.

When I first heard of this girl, I was hoping she would be found safe. I wonder what kind of trouble she stumbled upon to end up in a water tank. Sad and tragic for everyone who loves her.

Unbeknownst to this young lady,this is not a tourist area.Whoever booked her the room should have told her it was not a safe place for her to be.The mayor of L.A. should be ashamed of the 164 pages of sex offenders that L.A. boasts.Many of these offenders whereabouts are unknown and many are transients.The Cecil Hotel's ad is false advertising and the mayor should work hard to shut it down and level it.I am wondering if she met somebody online and came to meet that person.L.A.'s skid row is not even safe in the daytime.I am sickened about what happened to this young lady.

    She's been missing since Jan 31 but there is no contamination of the water??? Sounds hokey to me, if i had been drinking any of that water i would probably be up-chucking right about now.

    To ease most of the sickening thought of drinking contaminated water... these tanks act like ballast. The water in the tanks are not part of the domestic drinking, but used as weight to push down on a bladder type disk.. hence you get the force to boost pressure, but not actually drink the same water...

    You sure about that?! The water tanks are on the roof to boost water pressure from pure "gravity".

    They slowly fill up from the city water that doesn't have enough static flow (GPM's through the pipes) to adiquately sustain a hotel. Then when you turn on the faucet (below the tank) you have a lot more water pressure than the city pressure.

    They also do this for sprinkler systems.

    Ballasts are used for a lower center of gravity, buoyancy and many other aquatic applications. Just sayin'.

    @ Creekdog... I'm not positive... but I've seen systems where there's the static water is kept seperated from the domestic... Water is pumped at intervals filling domestic against the static water.. it repeats as water is used..

    I tend to hope this is the case... or otherwise... yuck.

      I believe The Cleaning Lady is correct... the water in those roof-mounted tanks was only to supply the hotel's Fire Sprinkler system. Not FireWater... Fire Sprinkler Water.

        I can't believe the water is pure. If the complaint was low water pressure then the tank must have been in service. I wonder if the fire captain is driving a new car?

        I wonder how many of the guests are dealing with diarrhea ? They can say all day long that those tanks were not connected, but the guests did report low water pressure. Sounds like they were getting the contaminated water.

          They can call it a hotel all they want but it is a flophouse.The manager should never have booked her a room there.It is unsafe as is the area which is full of homeless drug addicts,alcoholics,mentally ill and sex offender's. I've been down there in the daytime in a telephone truck and did not turn my back on anybody.It is scary and it is dangerous.Even if you are not familiar with L.A. skid row there is no way that you would not know that it is a sewer.

          If true that would explain the low water pressure and the fact that guests did not notice foul water. The tank where the girl was found was not connected to the hotel. This strongly suggests that a maintenance worker killed her and dumped her body into the tank and then disconnected that tank from the hotel so that no one would notice! Probably all tanks need to be connected to the hotel to maintain proper water pressure.

            Besides the obvious shock and terrible sadness of this girl's death, one of the other things I couldn't stop thinking about was, who in that hotel potentially used the water from that tank??? ...whether they drank it or showered with it or cleaned dishes with it. The investigators were concerned enough to test it for biohazards!

            I find it at least a little interesting that a water tank that allegedly "wasn't used", was 3/4 full. And that the water pressure being low is what prompted them to even look there. In addition to the fact that they tested it for biohazards. In the presumably 18 or 19 days that she was missing and in there, that NO ONE possibly used the water from that tank????!!!!!

            That all being said, I really hope they find who is responsible for this woman's demise.

            It sounds like a coverup. They didn't want to cause a panic about people drinking/bathing in contaminated water, so they decided it would be better to lie....so typical of our times.                   I (seriously) prefer to drink beer and/or bottled soda when I travel. The odds of something (biological) making you sick from either is pretty much nil.

                  Read too many stories about water bottles being refilled from the tap.

                  None of the guests would notice the loss of water pressure if those were tied to the chillers. The chillers water supply is an isolated system and typically you would see them as a cooling tower instead of just plain water storage tanks. Those were potable water tanks by the sounds of it and they are up there to help build up the static water pressure to the building. Some old buildings in NYC have tanks on the roof but they were used for fire fighting water storage before they had dedicated fire sprinkler mains.

                  Possible the tanks have automatic filler valves with back-flow provenders in the line to keep the portable and non portable separate. So if a fill valve stuck the water pressure would drop.

                      Her behavior in the elevator and hiding reminds me of the movie "the shining". That hotel was haunted and was filled with evil entities. Maybe the negative energy in the hotel took over the girl, and utimitly killed her. I think anything is possible. I lived in a haunted house for 6 years...so I'm no stranger to spirits...good & bad.
