President Barack Obama has deployed American military personnel and drone aircraft to the African country of Niger, where they could be used to support a French counterterrorism mission in neighboring Mali.
Defense Department officials told NBC News that a first wave will include two Raptor surveillance drones and 250 to 300 military personnel, including remote pilots and security and maintenance crews. They are expected to arrive soon.
The officials stressed that the drones are meant for surveillance only. The White House has faced criticism for a legal memo concluding that the U.S. government can use drones to kill American citizens overseas in certain cases.
Besides helping the French in Mali, the drones could be used to provide intelligence on a growing Islamic militant threat throughout North and East Africa.
The president notified Congress on Friday under the War Powers Act, which requires him to tell Congress when heavily armed U.S. military personnel are newly deployed to a region or nation.
Obama told Congress that the U.S. military presence was under the consent of the government of Niger, and that they would “facilitate intelligence-sharing” with the French. He said that the American military personnel were armed for their own protection and security.
Next door in Mali, Tuareg rebels overthrew the government last year. Islamists then pushed the rebels aside, taking control of important towns and pushing toward the capital.
France intervened last month — initially with airstrikes and later with about 4,000 ground troops. The United States has flown French troops and equipment into Mali and refueled French fighter jets there, the Pentagon has said. France plans to begin withdrawing troops from Mali next month, once African forces are in place to take over.
On Friday, five people were killed in a remote Malian town in car bomb attacks by Islamists on Tuareg fighters, a spokesman for the Tuareg fighters said.

We are in an era of perpetual war, with no winners and lots of losers. This is what our foreign policy has become.
As for keeping the military employed, I have a better idea. Let's bring the troops home, have them go around burying boxes full of cash, then all the defense contractors can go around trying to find it. It would be cheaper, considerably less dangerous, probably make the world a safer place, and make just about as much sense as what we're presently doing.

This should dispel your 'myths' about the Dems 'getting' information from the Clinton administration.
In short, the authorization of force was based on the Weapons of Mass destruction theory, which was proven to be a lie based on old intelligence and Iraqi defectors. Even Bush has admitted this. No retraction of the resolution has been made; neither has an apology ever been issued by Congress or the Bush Administration on behalf of the American people to the United Nations or Iraq.
Notice the libs stay, for the most part, away from these topics. That's because it reveals more of the truth they don't want to acknowledge. Case in point: On one hand we're told we will pull our troops out of Afghanland in 2014... now we're deploying them elsewhere. For how long? At what threat to human life will this cause? At what costs for all these drones? Are people who have been deployed in Afghanistan being recycled over to Niger, leaving their families without hope of seeing them when expected?

None of this would have happened if the President did not ignored advice to "secure" the stock pile of weapons in Libya after his unilateral bombing campaign. He in essence "gave" the weapons to Al-Qaeda by his policy and reckless decisions. The death of U.S. Ambassador Chris Stevens was a direct result of that policy. The two CIA operatives that volunteered to secure Ambassador Stevens were tasked with finding out what happened to a stock pile of missing missiles from Libya. Again choices have consequences and bad choices have bad consequences. Thinking before one acts is the sign of good leadership. You must understand the relationship between cause and effect. President Obama is ignoring the greatest threat to national security in the current ballooning of our national debt.

People like myself (we were called "terrorist sympathizers," and asked "why do you hate America?" at the time) pointed out that by swatting at the hornets nest (i.e. Iraq and Afghanistan), we were dooming ourselves to decades of wars and military interventions all over the globe in order to whack the proverbial moles that would continue to pop up, and do so with increasing frequency. Keep bombing sovereign nations and subjecting them to "shock & awe" folks, and see how many friends that makes you...
We overthrew the Democratically elected government in Iran in 1953; that led directly to the Islamic Revolution in 1979 and now they're considered one of the most dangerous regimes in the world. We armed Saddam Hussein in the 80's to fight Iran (we were arming Iran too, playing both sides of the coin) and then had to go in TWICE to disarm/depose Saddam. We armed/trained a relatively unknown Saudi islamic fundamentalist in Afghanistan during Russia's intervention there, and that man, named Osama Bin Laden came back to bite us in the ass bigtime.
Now, after a decade of war in the middle east and fighting ghosts over there, we've only emboldened terrorist groups and doomed ourselves to never-ending future interventions. Don't say we weren't warned, plenty of us were speaking up at the time. Alas, we will never learn.

I would back a full scale invasion of Mali, if that's what it takes to free them from AQ. I don't know where you folks were when we invaded Afghanistan, but AQ is still the enemy, and just because this is a branch and not the main trunk doesn't mean we don't need to be putting them down. Just because we switch political parties in the white house doesn't mean your patriotism can be shelved. AQ started this war against us. This is just a new battlefield in the same war.

In both Iraq and Afghanistan, the troops weren't just given orders to go without congress being aware that they were receiving orders. The build up for both those wars took several weeks or months and were preceded by several month or in Iraq's case, years of diplomatic efforts to alleviate the situation. There is no comparison between Libya or Niger and either Afghanistan or Iraq.

Yes we are still feeling the effects of Israel, but I would call it taking responsibility. Korea was started by the communist regime in the north and we honored a defense pact with the south which was the post WWII legitimate government. Over throwing Iran's government in 1953 has really nothing to do with our current issues with Iran. It is more about Iran's nuclear ambitions and their constant hiding and deceptions. Qatar also started a nuke program for energy and opened its program to the UN and it is proceeding without any incidents or problems. Finally we come to the Mujaheddin! Yes we armed and trained them so that they could rid themselves of the communist invaders. It was the same Mujaheddin fighters that came in on our side against the Taliban. The fundamentalist Taliban regime came into power through a power vacuum left after the communists killed off most of the civilian leadership during the war. Where we screwed the pooch is that we listened to liberals like you and didn't follow through on the endgame. If we had been as big a part of the rebuilding process, Iran and the Iranian supported Taliban would never have come to power. Still, Afghanistan would not have come to a shooting war if they had not chosen to protect Bin Laden and his inner circle. It is easy to be a Monday morning quarterback and color the truth to your point of view, but the facts don't lie. It is also funny when thinking about these same decisions that democrats were heavily involved and pushing for the very actions this country ended up taking! It was Clinton that ignored offers to have Bin laden turned over to our government for the 1993 WTC bombing. It was also on Clinton's watch where the resolution calling for the removal of Saddam Huessien's regime was passed and signed.

For the trolls, yes old information from the clinton days was thrown in the mix for justification of the irac war. However the main "intelligence" used to win a vote for war was that from a now infamous informant known as Curveball. One way they avoid our multi million dollar drones is very high-tech however. They go to a local market and find the cheapest grass mats they can, which sell for about $1.40 each. They buy 50 of them and have the merchant fasten them to the top of their cars with stacks of sticks they travel in and this camouflages them from the drones technology.
So, for $70 they negate some of the highest tech military equipment in the world.
Amazingly, Al-Qaeda is very environmentally involved also. Before Osama Porn laden was illegally murdered, he left instructions in his missive for the extremists to plant trees. As he stated, "I want the brothers in the Islamic Maghreb to know that planting trees helps the mujahedeen and gives them cover," Porn Laden writes in the missive. I'm not one to favor putting military "boots on the ground" casually. That's not to say if there isn't a damn fine argument, my thinking can't change towards a policy shift. The difference between now and Vietnam is the Landsat Satellite survey of the earth's surface over the decades following the war in Vietnam. This gives a clearer picture of drought conditions and the need for food resources, and water resources around the globe. These food resources will primarily be provided by the West, the surplus grain producing nations primarily the US, Canada, and Australia, ( and some others as secondary annual surplus food producers ). The food available to some nations populations in Africa, may not be available to that country's neighbors.
I view drones as extensions of satellites. If a horse had fingers on front hoof, it would be less dependent upon the farmer on providing it grain, hay and water. Africa does not have the soil and water as a geological resource which North America and Europe enjoy... the very nations which set policy on resource consumption, and who have the military might to enforce those policies. I'm one to not favor a colonial expansionism mindset. One good thing I see happening though. Al Qaeda is encouraging the planting of trees in Africa, to hide under, not to prevent the the expansion of desert... but their solution to find hiding places may well help check desert expansion. So by putting up drones, Al Qaeda plants trees, and I'm all for the latter.

Most of the graves discovered to date correspond to one of five major atrocities perpetrated by the regime.

Chemical attacks against Kurdish villages from 1986 to 1988, including the Halabja attack, when the Iraqi Air Force dropped sarin, VX and tabun chemical agents on the civilian population, killing 5,000 people immediately and causing long-term medical problems, related deaths, and birth defects among the progeny of thousands more.
The 1991 massacre of Iraqi Shi’a Muslims after the Shi’a uprising at the end of the Gulf war, in which tens of thousands of soldiers and civilians in such regions as Basra and Al-Hillah were killed.
The 1991 Kurdish massacre, which targeted civilians and soldiers who fought for autonomy in northern Iraq after the Gulf war.
Opponents and critics of the regime from all religious and ethnic groups were also executed and buried in mass graves. Many of these are believed to be located at or near prisons and former military establishments.

And an al Qaeda operative was sent to Iraq several times in the late 1990s for help in acquiring poisons and gases.
We also know that Iraq is harboring a terrorist network headed by a senior al Qaeda terrorist planner. This network runs a poison and explosive training camp in northeast Iraq, and many of its leaders are known to be in Baghdad.

Also, he said that Iraq officials had met with Hussein, although that never happened. The whole war was Bush's doing; he just used the bad intelligence to convince others to go along. You notice that the U.N. *didn't* go along. They weren't fooled. So we did it alone.
You can't blame the lack of "exact science" for the war. It's ALL on Bush and his advisors.

Jwright - here's why...France has a notorious reputation for reverse engineering technology and using it. Even though they are allies they have been known to work both sides of embargoes by repackaging forbidden items and reselling them to countries who are not supposed to get them. Many American companies have been fined because their French affiliates broke the law that way.

I'm glad about the drone part. I diagree with a lot of the President's policies, but not that one. It is funny, however, to watch the hypocrisy relating to sending military resources to oil producing areas. Seems like a lot of the President's supporters must have been gymnasts or acrobats in a previous incarnation since they can sure twist themselves into some strange contortions trying to justify their obedience to and worship of the Great Leader.
Recovering - Good for you to point out those who chose to flip sides based on partisan labels and not on their core beliefs. Hopefully you do the same for the GOP who change positions to suit the President in power or conversely to stymie the current President in power.
For my part, I was equally disturbed about Bush's unneccessary war of choice in Iraq as Obama's decision to get involved in Libya. Correct there is a serious magnitude of scale but you either go to war for "REAL" national defense issues or you don't. In Libya, yes a dictator fell but who took over, is that country more stable? Not one to hype Bengahazi as more than what it was, a terrible loss of life but a minor one, however that wouldn't have happened if we werent' there.
So too with this. I will call for our immediate withdrawl. Will you wait until something bad happens and then blame Obama? Will the GOP Congress and Senate hold to the War Powers act and ensure that they either vote for War or we get out in 90 days? Will the forever fiscally minded GOP balk at this expenditure? Would they balk at it if Obama were a republican?
In this situation we need not get involved.

Sorry to all you hypocritical right wingers, but 300 military personnel and 2 drones does not a war make. Look at the cost in american lives, dollars of Obama's Lybia vs. Bush's Iraq and you will see that Obama is nothing like Bush and achieved his results in a far better way than Bush who lied to the american people and congress to go into Iraq. Obama was honest about Lybia. The future is going to have more special ops and drones in foreign countries because we are going to have to take out the new terrorist groups that are sprouting up before they can get settled to turn their focus from local terror to global terror. You right wingers just need to understand that there is nothing hypocritical to a Liberal defending America through military force...we just do it smarter!

I have absolutely no objection to what Obama is doing in this situatuon. You are right, it is the new way to fight a war. Obama gets so much grief over continuuing and increasing the drone program that Bush started, but I think its fantastic.
I have seen first hand the capability of the drone program. It is accurate, affective, and dangerous. There are no moral issues with the drones themselves. The only moral issue involved is the person calling the shots behind the scene.
I am a little embarassed to say this, but I applaud Obama for continuuing the drone program.

Luftwa must be too young to remember that a small group of military advisors were in Viet Nam long before the massive number of troops were sent in. And just because the troops are in a neighboring country doesn't mean they aren't a target for the very people they are sent to observe via drones. Insurgents, or sympathizers can be anywhere.

He is not putting us in another war. The last I checked, we have been fighting alqaida terrorists for 10 years. Obama is being smart and supporting the French and African Union troops who are doing the fighting. We are providing technological support that they do not have. Would you rather us wait on the sidelines until we get attacked. I think this strategy of supporting our friends is much better than putting together a coalition of the willing. We are not hypocrits, all americans were for going to war in Afghanistan, Bush and the neo-cons changed it to a war in Iraq splitting the american people.
