Sex offenders disappear in wake of Sandy

U.S. Marshals search for a sex offender who is believed to have fled in the wake of Sandy.

NEW YORK -- Among the hundreds of people displaced from their homes after Sandy are sex offenders required to register with the government, and U.S. marshals are trying to find the ones who have disappeared.

Officials say the majority of displaced sex offenders have followed the rules and registered their new addresses. But some have not.

"It's critical because the people in the community are simply unaware that this individual is in their midst," Charlie Dunne, U.S. marshal for the Eastern District of New York, told NBC 4 New York.

Dunne said marshals work with state and local law enforcement to track down sex offenders after a natural disaster.

In the tri-state, marshals say dozens of sex offenders who changed addresses have had legitimate reasons for moving.

"Their houses had been damaged or they had gone into homeless shelters or hotels so obviously we're not going to prosecute those people," said Dunne.

But there are some who are believed to be on the run after the hurricane.

For example, in Suffolk County, officials have examined 500 registered sex offenders in areas that could have been affected by the storm. Some 450 of them were living where they were supposed to be, leaving 50 that needed to be tracked further. Of those, 40 had relocated for reasons that checked out and five were picked up by the marshals, leaving about five that still hadn't been found, officials said.

"We're looking to prosecute the people that are taking advantage of the situation to proactively abscond thinking we won't be looking for them because we're too busy," Dunne said.

And for decades, the marshals have always been able to find people.

"You might as well be in compliance because we're gonna find you. We're gonna continue to look for you," Dunne said.

    What is funny about all the outrage is that not everyone on a sex offenders list was convicted of molestation or rape. Did you know that in VA ( Virginia ) you can be arrested and charged for indecent exposure for peeing behind a tree and for that be put on a sex offenders list?

    I think it is all fine and good to have that list for actual sex offenders, but for stupid stuff like exposure? Why this was important to say was that we have some yahoos on here saying that people on a sex offenders list should die.. How about you find out why they got there first? Some states you don't actually have to have committed a sex crime and you can still get on the list.

      What was scary to me is that people do not seem to do any research before they call for a person to stop breathing or to be put in prison forever. It is not ( for the sake of what I said ) important what type of offender is not registering, what was important was that we see that people in this society will see "sex offender" and without even contemplating why a person is on the list go straight to "hang them all"

      a society that can not stop and think about what it is doing to it's own people and why is doomed to support stupid law makers in government that will lead to us all losing freedom.       They send federal marshals out to look for them after a disaster because of the potential for people who didn't meeting their legal requirement to check in to have crossed state lines. To suggest that their difficulty finding them or the failure to track them is a federal issue directly related to the sitting president is one of the dumbest things I'll read today.

      /edit to note; it's possible that some of the people involved were not even charged with federal offenses.

      Also, they don't round them up before a natural disaster because they've already been released from prison. They can't just go arrest anyone on parole prior to a storm. It's not realistic, it's a little nuts and I doubt it's legal anyway.

                The thing is that most, MOST, sex offenders commit sex crimes again and that's one reason there is a registry. There is no known 100% scientific cure for this type of sickness.

                  Trust me... I have no sympathy for true sexual predators and would personally put 2 in their heads (I'm not a pacifist). But I've personally seen false accusations, misunderstandings and police corruption really mess peoples lives up. Here's my problem w/ the sex registry... depending on the mood of the prosecutor (did he argue w/ his wife that morning)... a guy taking a piss behind a gas station because the door was locked and a child happened to look out their window... might be charged w/ some indecent nudity w/ a child instead of just public urination. That stuff happens. Google Kurt Bloodsworth, he was convicted here in Baltimore for the rape and murder of a 9 yr old girl even tho he was 250+ pounds and a witness said the perp had darker hair and was 175ish pounds.. after a decade on death row DNA technology got advanced enuff to free him.

                  I agree w/ you about sexual compunctions... and I'd only give sex crimes 2 strikes not 3... "You mighta been falsely convicted, or ya mighta been drunk or high and made a mistake, or lied to about their age... here is your 2nd chance... mess it up w/ another sex related crime and you'll die in prison".

                          People get so scared when they hear sex offender. Not all of them are intentionally bad, some are charged by lies! All it takes is an accusation, and your done! I've seen it myself! A friend of mine's wife, told the police he tried to rape her, just because he refused to sell his T-Bird. Guess what happened? Yep, charged and convicted by her lies!

                          You're so right! in some states all it takes is an accusation, esp. if the person claims they were under 13 at the time of the alleged incident.

                          Furthermore, "sex offender" is a broad term that covers any one over 200 "offenses' in this country...which in some states includes oral sex...so it's safe to say, that most people COULD be on the registry if they happened to be in the wrong place at the wrong time.

                          It's time for some serious registry reform...then maybe, just maybe, LE could actually keep track of the real threats.

                          I definitely agree that some kind of reform is needed on our sex crime laws. But what is so screwed up is that such a position is political suicide. I mean who wants to be an advocate for someone that molests children? That is pretty much how it will be spun.

                          I mean if some guy has a few pictures of naked children on his computer -- if an 18-year-old has sex with a 16-year-old, their entire lives are basically ruined. The system we put them through means they can never have a decent job. We make them wear the scarlet letter so that they can never have friends or relationships. They might as well just kill them at that point. They deserve punishment for sure, but not equal or greater punishment than someone who rapes and assaults other adults. These are not violent offenders, and we should not be treating them as such.

                          Yeah hopefully none of them treat sex offences the way some Texas cops and judges treat cell phones in school zones. It was just on TX news that one cop gave a woman a ticket for usig cell in a school zone. It Texas that is only a violation if the school zone warning lights are flashing. Yet the officers computer record showed the zone had been inactive for several minutes before he stopped the woman. His dash cam indicated a totally absure time that was over a hour later than the ticket did. BUT the *** of a judge did not want to even consider that all the documentary evidence that the police had indicated that the officer had issued an improper ticket.

                          But then you have to consider, judges in Texas are elected... and there is no requirement that they be lawyers or even have a law degree before being voted into office.

                              weirdscience, it's sad to say, but parents need to be more proactive in protecting their kids. Child molesters are everywhere, including positions of trust, so parents need to warn their kids about these things to keep them safe. When my kids were small, here in NJ the cops used to go to schools and discuss kidnapping, carjackings, etc. and what to do and not to do. There was also a show on public TV called Street Smarts, which was helpful to people of all ages. There were safe houses throughout neighborhoods, which were marked as such so kids could go there and be safe, if necessary. Haven't seen or heard anything about any of this lately, which is a shame. I know parents hate bringing up these things with little kids and destroy their innocence, but would they want their kid to end up like Jaycee Dugard?

                                Ray, you're taking quite a leap. In addition, sexual predators don't have any rights when they're released from prison. They've lost the right to vote for the rest of their lives unless they are pardoned for their crime, Tommy, along with the rest of their civil liberties.

                                All of our prisons are currently full to the rafters with Third Strike drug offenders who were caught with a joint or a pill. Locking all of them away for life has crowded our prisons as a result.

                                The current system is not working so well. Something should change so the real bad guys can remain incarcerated. Who agrees?

                                            UpzeeDazee - I watched a documentary on sex offenders and learned they cannot be rehabilitated, no matter what. The best thing parents can do is educate their children, unfortunately, about sex offenders, kidnappers, etc. and tell them to never get within grabbing distance of a stranger. They also need to tell their kids not to fall for sob stories about lost puppies or anything - not to listen to stories at all, but just run as fast as they can and get out of there. I know parents don't like discussing these things, but it's part of protecting kids. My own kids knew what to do because we discussed these things. People should never leave their kids to chance. I have personal experience with pedophiles from when I was little, but my mother discussed it with me so I knew what to do - I ran!

                                            So should you have your license stripped away from you for your entire life for speeding once? If you shoplift at 16, should you spend the rest of your life in jail? Do you even know what it takes to get on the sex offender registry?

                                            Chances are, you know someone or even live next to someone who has done time for one thing or another, and you probably even like that person. Behaviors can be changed, otherwise you would still have the mentality of a child.

                                            I am not condoning molestation or rape or anything like that at all. Those crimes are horrible, and those who commit them should be punished accordingly.

                                            The sex offender registry is not a punishment that fits all of the crimes that it takes to get put on one.

                                            For instance, 18 year old guy is dating a 16 year old. 16 year old writes in her diary that they had sex, even though she was still a virgin. 16 year old's mother finds the diary, and calls cops on 18 year old.

                                            18 year gets put on registry with no judge, no jury, no conviction, no proof. He can no longer hold a job, and he has to tell people he is a sex offender. He gets death threats.

                                            If you can't hold a job on the registry, you go to jail, and guess what? That's right, get put right back on that registry. The story I read about this guy, 10 years later, and he is still being punished for that.

                                            You can't date people if they know you are on the registry. Your entire life is ruined. For little to nothing.

                                            Before you judge an entire group of people based on the actions of a few, you really need to get your facts straight, first.

                                            Armaadi, I have a couple of problems with your scenario.

                                            #1, in most states 16 is the age of consent. The mother can't charge the boy with rape unless the girl testifies to that. At 16 most girls are deeply in love with their boyfriends, and unless there's a problem between them, won't testify against him.

                                            #2, a charge alone is not enough to put him on the registry. He must be tried and convicted FIRST.

                                            #3, at 18 he's an adult. He knows what he's doing. If he's screwing around with a minor, especially one where the parents don't like him, he's putting his own life on the line. Try sticking around with people who are LEGAL Adults. If you don't, you have no one to blame but yourself.

                                            I can't find the article, but I know the boy and girl were separated by 2 years. The mother saw the diary, and used it to punish the boy.

                                            Even still, search for stories about the registry. Just saw an article about a guy that was wrongfully convicted of rape, he received a pardon and still can't get his name off the registry.

                                            Another man was convicted of a misdemeanor in 94, and he just got his name off the registry in sept 2012. 18 years punishment for a misdemeanor.

                                            Another kid was convicted of statutory rape for having sex with another high school student (read, he was in high school with this girl). He gets 25 years of sex registry. He was maintaining an A in his local college when he found out how long he was supposed to be on the list. He committed suicide.

                                            Story after story after story. Did any of your friends have sex in high school? If they did, they are every bit as evil, twisted and monstrous as some of those people on the registry. Only difference is they didn't get caught, and didn't this this label applied to them.

                                            hey what about this situation...and this ACTUALLY HAPPENED...a 13yr old girl took a nake picture with her phone and sent it to her 13yr old boyfriend...well her mom went through her phone and saw that she had sent it to him and called the cops...they went to the boys house and confiscated his phone and charged HIM with prosession of child pornography...however they DID NOT charge her with distribution of child pornography why? well when everyone got in an uprour about how stupid this was the prosecutor said "under the child pornography law it does not state how old the offender has to be in order to be charged so we CAN charge this minor offender"...so the prosecutor found a loop hole in the law that allowed him to charge his kid and he did it...who care's whether they SHOULD prosecute him...all they are concerned with is whether they CAN...since then most states have changed their laws so the offender has to be over 18 to be charged...but before they did that many of these young kids were already convicted and put on the registry where they still are now...so does anyone disagree that THAT is stupid?

                                            i don't know how that works either...but the point of me posting that story was to show what kind of incredibly stupid things can land a person on the registry...i mean it was completey RETARDED for prosecutors to abuse the law and charge a 13yr old kid for accepting a nude picture from his 13yr old girlfriend...it shouldn't matter that there was a loophole and the law didn't specify that the offender had to be 18 or older...they should not have charged him...even the prosecutor said "we did it because we can" but NOT because it was the right thing to do...our legal system in general is full of self fullfilling people just looking to get their name in a headline or get a promotion

                                            at 18 he's an adult. He knows what he's doing. If he's screwing around with a minor, especially one where the parents don't like him, he's putting his own life on the line. Try sticking around with people who are LEGAL Adults. If you don't, you have no one to blame but yourself.

                                            How's about this... what if he turned 18 a week earlier, and she was about to turn 17, and they'd already been together 2 years?

                                            Is it still "screwing around with a minor", when he was still one a week ago and they had been in a relationship for a while?

                                            Not so cut and dried, is it.

                                              How can this happen in New York State? With the toughest gun control and restrictions on the size of the soda you drink this is unbelievable! Is NY too stupid to incarcerate these violently mentally ill sociopaths?

                                              Democrat Governor Andrew Cuomo will fix this problem. Cuomo is the leader of the highest taxes state with generous welfare benefits for all the "entitlement" people! Wait until he is president.
