Pennsylvania woman ordered kids to pepper spray store employees

A Pennsylvania woman returned to a dollar store she had been banned from and pepper sprayed employees as they attempted to escort her out before encouraging her children to do the same, according to police.

Authorities say Delaina Garling, 27, went to a Family Dollar Store outside Philadelphia, Pa. on Monday where she had been banned from for alleged theft. Surveillance video shows the woman, accompanied by her two children, attempting to douse employees with pepper spray as they tried to remove her from the store.

Upper Darby Police Superintendent Michael Chitwood told NBC Philadelphia that the manager of the store then got in a fight with Garling during which the pepper spray fell to the ground. She then yelled at her kids to continue the fight.

"The woman is hollering to her daughter, 'Get it, spray it. Get it, spray it,'" said Chitwood.

The 7-year-old girl picked up the canister, but another employee quickly grabbed it from the girl.

Chitwood said that marijuana and pills were also found in Garling's bag upon arrest. Charges against her include assault, harassment, and drug possession, and is being held on $30,000 bail, according to court documents.

Garling pleaded guilty to retail theft in 2008 and 2010, according to court records.

“These poor kids never got a shot with a mother like that,” Chitwood said.

    Some people do not deserve to be parents. It may be that she cannot afford to give her kids what they need to survive, but being this kind of "roll model" does not look very favorable for her children to learn the right lessons.

                Here is yet another reason to suggest that, while his methods were awful, Hitler was on to something. There are, without question, people who should not be allowed to breed!! I'm not for a "master" race of any kind but I do believe our gene pool needs a good cleaning.

                  No. Reasonable, intelligent, moderate people are considering the cost of having children at an early age on their future career and financial choices. If you look across all societies (nationality or faith-based), you will see that as the broader society advances in wealth, knowledge, AND OPPORTUNITY; that society's birth-rate per 1000 goes down. 1840-1890 racist propaganda did not focus on "the breeding habits" of blacks or Hispanics, but those of the Irish, the Scandinavians, the Italians, the Slavs and the Chinese. Those groups were the tenement (slum) dwellers of the time, living lives of filth, drunkenness and crime. As they rose in society, regardless faith or other stereotypes, the number of children per family declined. This allowed them to concentrate their efforts for education and wealth-accural on those children's success, rather than depend on luck (or God's plan).

                  Today, many of their descendents have one or two children, not the twelve or fifteen of their ancestors. Some have even decided that they can just as easily settle their spoils on a niece or nephew, sparing them the time, expense of nannies and bordering schools, and human concern for their own child. Just today, an ex business asscociate of several of us around Pittsburgh was caught in a Craigs List scam. After a few years of dealing with him, he took several of us for a few thousand. Also plays the disabled vet role and had been getting away with scams. 3 Bench warrants today. At last, he got caught. We had to take the loss as a business deal.

                      This is a typical parent of bad parenting herself who has already taught her children the same. In our country, somewhere along the way, we have lost the serious, individual (or joint) consideration of becoming a parent and accepting its responsibilities, to the trend of just getting pregnant; a "whatever" population.

                      Yes Annie, cities (mental illness / depression + heroin ) as well as rural America (mental illness / depression + crystal meth) plus lack of proper upbringing, poor socio-economic environment (which perpetuates the problem), and lack of access to or failure to use birth control.

                      Hopefully the Commonwealth will intervene for the sake of the kids. But what to do with the mother?? And where is the damn father??? There are people who dedicate their lives to try and figure this stuff out - social workers / advocates snd the government tries to help.                         You left out one component. Once upon a time in America, we had opportunities for young men and women. These opportunities for them (and their parents) outweighed the escape of drugs and consequences of crime for most. Even if an early marriage/pregnancy didn't work out, there was a job available that paid a liveable (if careful) wage.

                        I work with an organization that employs a sheltered worker as a custodian. He is a great employee, flexible but not sophisticated, with a great personality. He is not quite as good as the person he is (temporarily) replacing, but is willing. Example: he and I are going to pick up the properly place garbage the city didn't collect for the last two weeks tomorrow, maybe in the rain, and rebag it. And I am sure he'll do more than help.

                        On the other hand, without his government support, he could never live on what we can pay. Like many churches and NGO's, we have lived without a custodian while depending on volunteers. Volunteers have their own needs and schedules (which come first), oft times meaning undone chores.

                        Now, take a look at your latest want-ad for "Jobs Available" or on any internet job-board. What opportunities are there? Could you, or anyone, live on the offered pay?

                        I am NOT asserting that this is this woman's problem. But, I live in essentially rural America. There isn't a Norman Rockwell America for most people anymore. No country doctor, but a corporate clinic. In my area, the used car dealers are basically straight (except one who seems to always be suing for default?). And the majority of what these comments bitch about are met by local PRIVATE organizations and churches -- food, rent, temporary housing, utilities, etc...

                        And yes, I'm a church treasurer. None of the lower 60+% have seen the recovery!

Interestingly Hispanic children have the highest rate of 36%, and the increases since 2003 seem to correspond to the estimated increase in undocumented aliens from Mexico and South America.

                                      The dope you're smoking must be as bad as hers Joey. Child Protection Services do not abuse gun owners who teach their children firearm safety. There are Junior Shooting Competitions, the J3 division is for any age under 14 years. There are televised competitions on the National level, and I believe I read an article about a 6 year old either winning or coming close to winning a National title. Now, if CPS had any issue with parents teaching kids firearm safety, they would be all over these competitions "abusing gun owners" as you say. CPS only gets involved when a child does something such as bringing a firearm to school. Turn off the Limbaugh and step away from Conservative blogs, they contain anger instead of facts. If you have an article that suggests otherwise please share, because there is no law stating a parent can't teach their child gun safety and no record I can find of CPS getting involved over the education of gun safety. However, while searching for any instance of the abuse you claim, I did find a document by the Washington State Department of Health wherein their CPS recomends teaching your children gun safety. Isn't it interesting what you can learn when you research issues for yourself instead of relying on others tell you?

                                      Joey is referring to the incident in New Jersey where CPS and cops tried to raid a guys home and threatened to take custody of his children because he posted a picture of his son with a .22 rifle. While they did not go after him for teaching his child gun safety, they didn't even bother looking at the picture before raiding the home. Someone called in and said there was a picture of a child with a gun and they overreacted.

                                      Thanks for the reply ShadyJ, I found that article too, but there are some details missing from your post.

                                      1. The gun owner stated that the firearm is a modified .22 to look exactly like an AR-15, and AR-15's are illegal in New Jersey. That is what prompted action in the first place, the same action that would have occured from a picture of any child holding any illegal object.

                                      2. Four Officers and a CPS Agent showed up to the house and asked if they could see the gun and check if it was registered, the homeowner contacted his lawyer and then asked if the officers had a warrant and when they responded that they did not have a warrant, the homeowner asked them to leave and they did leave. The homeowner is quoted as saying he never let them enter or open his gunsafe.

                                      3. Officers never returned with a warrant, and all information about the rifle is based on the owner stating that it was a .22 and not an AR-15. So in reality, we don't know if it was an illegal weapon(in the state of New Jersey) or not.

                                      4. The home was never entered, so it was never raided.

                                      5. I don't know if they looked at the picture or not, but the gun owner said the officers specifically stated they wanted to check if the assault weapon style rifle was registered. So either the hotline tipper told them it was an AR-15 style weapon or they looked at the picture.

                                      So really, it had nothing to with educating a child on firearm safety, everything to do with a hotline tip saying a child was holding an illegal item. If police and CPS ignore tips about potential child abuse, they open themselves up to endless liabilities and besides, it is their duty to respond to the tips they receive from concerned citizens.

                                                  This is exactly why poor trash should be sterilized and not allowed to breed. If financial and education means tests were in place for all who want to have children, she would have been sterilized. This is what welfare produces... it is called REVERSE EVOLUTION... survival of the dumbest, laziest, least productive and least intelligent genes.                                                   She was being punched and kicked by the lovely MANAGER, instead of merely being detained until the police arrived...THAT'S why she was yelling to her son for help with the pepper spray - I would have been sceaming the same to WHOMEVER was standing there, watching me be pummeled. She should actually bring the manager up on charges, at LEAST in civil court. Whike you must come to court with 'clean hands' so to speak, and she did come back to look for trouble, the manager used EXCESSIVE FORCE once she's already sprayed & was being 'escorted'...this idiot just set to wailing her halfway out the door. I do not like theives, but this was disgusting to watch.

                                                        Guess you missed the messages. Dollar General, Family Dollar and Dollar Tree are making serious inroads into WalMart's trade -- 1-4%.

                                                        1-4% may not sound like much, but the $90-400million EACH.

                                                        And they have the same theft issues that WalMart has. Why do you think Walmart has greeters? To be friendly, or to direct your face to a camera? How many WM stories of similar content have we sen in the past year? Dozens?

                                                        Not every gem, bauble, or need is in WalMart, some are actually in department stores, grocers, or hardware, building supply or tool stores. Afterall, when did you last see a lathe (wood or metal-cutting), a custom grind of hamburger of the rump roast and the shank, or drapes for you 12-15' paladian windows (not as uncommon as you might think),

                                                        Likewise, WM concentrates itself in "SuperCenters" miles away from many city centers. The "dollar" stores fill the void. Food, cleaning supplies, personal items and BASIC clothing items are the dollar mainstays. Being banned from a store, not only carries weight there, but to all the stores miles around. I'm not saying this is wrong, it is just the way it is.

He has no right to speak about what "shot" this woman's kids may or may not have in life. That very well may end up being the case, with the proverbial apple not falling far from the tree and all that. But these are children who can't help who their parents are. He was wrong to discuss them at all, let alone to publicly write them off like that.

                                                            I'm sorry your life is so filled with bitterness and hatred of others. That's honestly the only explanation for such a nasty, nonsensical tirade about people - little kids, mind you - who you do not even know.

                                                            We don't have the luxury of picking our parents. Some of us get bad ones (and I think we can all assume at this point that yours very well may have been deficient in a couple of fundamentals). All it takes is one caring person to make a difference in a disadvantaged kid's life, and break the cycle set in motion by parents like this mother - something that, from the vantage point of a long career in law enforcement, Mr. Chitwood should realize better than anyone.
