    In Illinois, Robin Kelly easily wins congressional seat vacated by Jackson Jr.

    Robin Kelly will head to Washington, D.C. this week to become the next congresswoman from Illinois.

    With 76 percent of precincts reporting as of 8:30 p.m., Kelly, a Democrat, had earned 74 percent of the vote, trumping ballots cast for her closest challenger, Republican Paul McKinley.

    The 56-year-old congresswoman-elect, who replaces convicted former Rep. Jesse Jackson, Jr., said she'll head to Congress with a priority list.

    "Legislatively, gun safety and gun control, of course. Immigration reform. I'm stepping into all of it, it seems, like at the right time," she said earlier in the day.

    Kelly will have big shoes to fill: Jackson was a 17-year incumbent who served on the powerful House Appropriations Committee and brought home nearly $1 billion to the district. He also had strong relationships with mayors, activists and voters across the district that includes city neighborhoods, suburbs and some rural areas.

    Jackson resigned in November. He pleaded guilty in February in federal court to lavishly misspending $750,000 in campaign funds.

    Kelly received big name endorsements including from President Barack Obama and received a huge boost from New York City Mayor Michael Bloomberg's super PAC, which supported her gun control stance. Also, the district is solidly Democratic and has been for about six decades. McKinley is an ex-con-turned-community activist who barely won his primary.

    Early estimates showed low voter turnout in parts of the district, especially the city. Tuesday's special election coincided with municipal contests in other parts of the state; Chicago held its municipal contests in 2011.

    Only 8 percent of city voters showed up at the polls, according to early estimates, with an expected turnout of roughly 12 percent by day's end. In the suburbs, the number was higher.

    Independents Elizabeth Pahlke, Marcus Lewis and Curtis Bay, as well as Green Party candidate LeAlan Jones, were also on Tuesday's ballot.

    Chicago to pay $55,000 to woman shocked with stun gun while pregnant

    The city of Chicago will reportedly pay a $55,000 settlement to a woman who claimed she was shocked with a stun gun while eight months pregnant, according to the Chicago Sun-Times.

    Tiffany Rent, 31, filed suit against the city after she was shocked with a stun gun by a police officer in front of her two young children in June. 

    Rent said she pulled into a handicapped parking spot in the Walgreens lot on the 110 block of South Michigan Avenue while her fiance ran into the store. She then got out of the car to re-seat her 3-year-old when a Chicago police officer began writing her a ticket.

    Police said she tore up the ticket and threw it at the officer. When the officer asked her for identification, police said she refused to comply.


    Police said the officer deployed his stun gun when Rent tried to put her car in gear and drive away.

    "I don't think that it should have went this far," she said. "It just makes me afraid of the Chicago Police Department because there's other women that may have went through this or that's going through this."

    Attorney Keenan Saulter further argued a parking ticket is not a reason to use a stun gun.

    "A parking ticket," he said. "Not even a moving violation, but a parking ticket should not involve someone pulling out a Taser."

    The accused officers claimed they did not know Rent was pregnant, but the officer who deployed the stun gun is under review.

    Police Superintendent Garry McCarthy said stun guns should be used when overcoming assault or preventing escape and “you can’t always tell if somebody’s pregnant.”

    Rent gave birth in July to a baby boy named Joseph.

    Grandma told grandson to kill grandfather, officials say

    Bond for a 64-year-old woman who allegedly paid her grandson to kill her husband was set at $500,000 Saturday.

    Janet Strickland of Chicago was charged with one count of first-degree murder and one count of armed robbery with a firearm after her husband was fatally shot in the gangway near his home on the Far South Side while on his way to dialysis, police said.

    William Strickland, 72, was shot six times in the back on March 2 while on his way to dialysis treatment in what police suspected to be a robbery.

    Janet Strickland was reportedly not in court for her hearing Saturday because she was receiving treatment for a lung disease, the Chicago Sun-Times reported.

    Janet Strickland allegedly commissioned her grandson to kill her husband, and watched as he did so before stealing a casino bag with money in it as her husband lied shot on the street, according to the Sun-Times.

    Janet Strickland reportedly used the stolen money to take her grandson on a shopping spree. 


    The 19-year-old grandson, also named William Strickland, was held without bond March 30 in connection with the murder and admitted in court to stealing his grandfather’s gun and committing the crime. He also said he used money from his grandfather's wallet to purchase tattoos, new shoes, a cell phone and other items.

    A life sentence may be imposed, though the younger Strickland has no criminal background.

    Cross-dressing thieves pilfer purses from upscale shop

    CHICAGO -- Three men wearing women's clothes hit an upscale store in Chicago's fashionable Oak Street shopping district on Tuesday, and the store manager says it's not the first time.

    In fact, nearly a half dozen Oak Street merchants, including Jimmy Choo, Moncler and Barneys, have been hit, mostly in broad daylight.

    In Tuesday's heist, an employee of Furla says she knew something was up almost immediately after the trio of cross-dressers walked into the store.

    "The first time they came they were casing the store for a long time," Deborah Himmel explained.

    Then two weeks ago the bandits in drag were back -- briefly -- and made off with a bunch of purses.

    "They were not even in here 10 seconds," said Himmel. "It happens so fast you don't have time to react."

    Police said the burglaries are connected by the a similar M.O. and suspect description: two to three black men all wearing female clothing. One of the men is stocky. Only one does the talking, police said, while the others remain silent, casing the store before they hit and escape toward Michigan Avenue with their loot.

    Himmel said the bandits use a bag from Forever 21 to carry their goods. She said the "leader" stands about 5 feet, 7 inches tall and is very thin and has long, straight hair.

    "Today it was in a headband. Last time in a little ski cap," she said.

    But Himmel said the men don't wear high heels.

    "You can't run in heels," she said.

    Furla store managers say they haven't had a problem in their roughly six years of business. A surveillance system ordered prior to the string of robberies is scheduled to be installed Wednesday.

    Missing woman found dead at bottom of Chicago high-rise trash chute

    The body of an elderly woman missing since Saturday was found Monday at the bottom of a trash chute of the Chicago high-rise building in which she lived.

    Florence Banta, 80, lived on the 17th floor of the Astor Condominiums, in the 1500 block of North Astor Street.

    Her body was found on the ground floor of the trash chute by a building engineer, a Cook County Medical Examiner's Office spokeswoman said.

    The building is the same in which a 16-year-old fell to his death in a trash chute a little more than a year ago.

    A spokesman at Chicago's Department of Buildings explained at that time that the city code -- written with fire safety in mind -- required a minimum of 18-inch clearance so trash could fall safely but said nothing about maximum size or safety concerns for people or animals.

    Banta had previously been reported missing and had last been seen Saturday, said police spokeswoman Antoinette Ursitti.

    Murders fall 42 percent in America's deadliest city: Chicago

    Chicago Police Superintendent Garry McCarthy announced a 42 percent drop in murders in the first quarter of 2013.

    Three months after Chicago notched the most murders in the nation, officials are touting a dramatic downturn in crime.

    In the first quarter of the year, murders dropped 42 percent over the same period last year and shootings were down 27 percent -- reductions that authorities say were fueled by anti-gang initiatives.

    "These numbers are progress but they are by no means victory," Police Superintendent Garry McCarthy said in a statement.

    The encouraging figures come after a series of crimes that made Chicago a symbol of urban gun violence.

    The nation's third-largest city ended 2012 with the most slayings: 506. Then came the shooting death of innocent teenager Hadiya Pendleton, who had just performed with her school marching band during President Obama's inauguration weekend activities. She was killed during the deadliest January that Chicago had seen in a decade.

    But March, in particular, brought good news for the city and its beleaguered police force: murders down 69 percent, with 36 fewer people slain than in March 2012.

    There were still horrific headlines out of Chicago last month, though, such as 6-month-old Jonylah Watkins being gunned down in what police said was a gang-related shooting aimed at her father.

    And on the day that Mayor Rahm Emanuel and McCarthy announced the new crime stats, they also had to answer questions about a wild weekend melee by teenagers along the city's Magnificent Mile.

    McCarthy told NBCChicago.com that the advent of warmer weather was partly to blame for the disturbance because it brings young people outside.

    Since Pendleton's murder, the Police Department has put more officers on the street and City Hall is beefing up after-school and summer job programs to stop youths from falling in with gangs.

    McCarthy said the first-quarter numbers are "encouraging" but cautioned that there are no shortcuts to cracking down on crime.

    "It's not like a Jenga game where if you pull out that one stick everything falls down," he said.

    Hundreds of teens mob pedestrians on Chicago's Magnificent Mile

    Several teens were arrested after dozens of mob groups began attacking pedestrians on Chicago’s downtown Magnificent Mile area on Saturday night.

    Police responded to reports of disturbances near Michigan and Chicago Avenues.

    Police said 28 teens were arrested during the incident and no serious injuries were reported.

    The teens charged with misdemeanor reckless conduct and battery and later released, according to News Affairs Officer Perkus.

    Eleven other teens were charged with the same misdemeanor charges after they attacked a group of women on the CTA Red Line, police said.

    “You have over three to four hundred teenagers with mob action, jumping on individuals that are downtown,” said community activist Andrew Holmes. “Multiple people have been arrested and I caution those parents that get this call about your child being arrested -- maybe you need to check your child.”

    Officers began breaking up the attacks by ushering teens to the Red Line. Chaos continued underground but many attackers reportedly left the area.

    “I just saw a cluster run down to the Red Line,” said Red Line passenger Amanda Dobson. “I didn't know what was going on. I just kind of stepped back and let the police do what they needed to do.”

    Police continued to patrol the area on bikes, horses and on foot as smaller groups wandered around the Loop.

    It is not clear if the attacks are related to a similar mobbing of Ford City Mall last month.

    Residents were concerned that this could be the first in a long line of attacks after warm weather brought on a string of similar instances last year.

    "It's been happening a lot around here," said Eric Baldinger, who works along the Magnificent Mile. "Just keep your wallet close and your purse closer."

    Others said the attacks were disappointing and feared for the future of the city.

    "I think it’s very childish," said resident Angelica Wilson. "That’s what wrong with the generation today because there’s always petty fights going on down here and everybody getting hurt. We don’t need more problems."

    Anti-violence campaign draws criticism for rapper Chief Keef photo

    A Chicago anti-violence campaign is being criticized for featuring a photo of a 17-year-old rapper who has had run-ins with the law over firearms – including a 2011 conviction for pointing a gun at a police officer.

    The anti-violence group 500campaign posted a picture of the young rapper Chief Keef on its Instagram feed this week with the caption, “Angry because over 500 were murdered in Chicago.”

    The image prompted an instant backlash from people who thought the rapper with often violent lyrics had no place in an anti-violence ad, with one commenter calling on Keef to "repent of his messages of murder and drugs."

    But 500campaign founder Bryant Cross told NBC Chicago the image was appropriate. 

    “Chief Keef and brothers like him are the ones we should be engaging,” said Cross, who posts pictures to his campaign's Instagram feed. “We have to be able to engage everyone, not just the people we like.”

    Cross said the person who submitted the photo claimed Keef gave his approval.

    Keef, whose real name is Keith Cozart, released his debut album "Finally Rich" through Interscope Records in 2012. Well-known rappers who make cameo appearances on the album include Young Jeezy and 50 Cent.

    A month after the record's release, the teen was sentenced to 60 days in juvenile detention for violating probation on the 2011 conviction, after investigators found a music video showing him holding a rifle at a gun range, according to the Chicago Sun-Times.

    “I am a very good-hearted person,” the rapper told the judge at his sentencing, the Sun-Times reported. “I am sorry for anything that I have done wrong.”

    Music site Pitchfork withdrew the video, saying that the production “was rushed and never should have happened,” citing the violence that led to 506 homicides in Chicago in 2012.

    Cross, who created the 500campaign to draw attention to those deaths, said he is planning an anti-violence rally for June 10.

    “There’s a depression out here, people are wondering what they can do,” Cross said. “I wanted to get people worked up so they at least feel like there’s something they can do to address the violence.”

    Keef tweeted in December that his song "Love Sosa" would be included in the new video game Grand Theft Auto 5. The message was retweeted more than 11,700 times.

    “Disrespect them O boys,” Keef raps in the song, “You won’t speak again boy.”

    Chicago closing 54 schools in face of $1 billion deficit

    In Chicago, 30,000 kids will be moved to different schools: most of them black, on the city's South and West sides. And Chicago's not the only city where budget problems are forcing big changes in the public schools. NBC's Rehema Ellis reports.

    Crushed by a $1 billion education budget deficit, Chicago is closing 54 public schools, school district officials announced Thursday.

    The official list of closings isn't due to be published until March 31, but parents were learning whether their schools were on the list in letters that were already being sent home with students.


    The school district's chief executive, Barbara Byrd-Bennett, said the district is 20 percent under capacity — almost 100,000 students —  leaving many schools half-empty. The district will save $500 million to $800 million for each school that is closed, she has said in community forums and news interviews leading up to Thursday's announcement.

    "We've got at least two decades of decay, of children not being able to receive the kind of education that they should," Byrd-Bennett told NBC 5 of Chicago.

    Karen Lewis, president of the Chicago Teachers Union, which has been protesting the coming cuts for weeks, said the closings would mean "utter chaos."

    "This city cannot destroy that many schools," Lewis said in a statement. "These actions will put our students' safety and academics at risk and will further destabilize our neighborhoods."

    Lewis blamed Mayor Rahm Emanuel for the schools' disarray, calling him "the murder mayor."

    "He is murdering public services (and) murdering our ability to maintain public sector jobs, and now he has set his sights on our public schools," she said.

    "But we have news for him: We don't intend to die. This is not Detroit."

    The union has scheduled a citywide save-the-schools rally for Wednesday.

    Emanuel said in a statement that Chicago couldn't afford to put off difficult decisions any longer.

    "By consolidating these schools, CPS can focus on safely getting every child into a better performing school. Like school systems in New York and Philadelphia where schools are being closed, Chicago must make tough choices," he said. "Our children's futures are bright and consolidating schools is the best way to make sure all of our city's students get the resources they need to learn and succeed."

     Friends and family gathered Tuesday to remember a 6-month-old Chicago girl who was fatally shot last week while sitting on her father's lap.

    As Jonylah Watkins' family wept outside the church, her small coffin was placed among stuffed rows of animals and toys. The 11 a.m. funeral at New Beginnings Church was standing room only and crowds gathered outside waiting to get in.

    "Jonylah, affectionately known as 'Smooch,' was loved and adored by many," her funeral program reads. "Jonylah was the apple of her parents' eyes. Jonylah had an infectious smile that continually warmed her mother's heart."

    During the service, Jonylah's grandmother, Mary Young, read a poem dedicated to stopping violence. "Killing one another will no longer be tolerated by anyone," Young said.

    "Our young is in danger on the streets of this town," she said. "Take back your homes."

    New Beginnings Pastor Corey Brooks said Jonylah is the youngest victim of gun violence he's ever buried. "It's the youngest child I've ever had to be shot and killed, murdered," he said. "That is totally different than anything I've ever experienced before and something I never, ever want to experience again."

    Jonylah was in the family van with her father, Jonathon Watkins, when someone approached and opened fire in the city's Woodlawn neighborhood, police said. That's contrary to initial reports given right after the shooting occurred.

    Police Supt. Garry McCarthy said Monday he wanted to set the record straight about what happened. Last week police said Jonylah was shot five times while her father changed her diaper in the passenger seat.

    McCarthy said the little girl actually was on her dad's lap in the driver's seat when the gunman approached from the passenger side. McCarthy also said Jonylah was shot once, not the five times the family originally said.

    McCarthy said Jonathon Watkins, who has gang ties and 39 arrests, was clearly the intended target. He is cooperating with police, McCarthy said, but needs to offer more.

    "At this point, we think there's a lot more that he can help us with, but he is, in fact, cooperating with the investigation," he said. "We think that there's more that he can tell us."

    Still McCarthy said he has no doubt an arrest will be made in the tragic case. 

    An $11,000 reward is being offered for information leading to the arrest of the shooter.

    Late-season winter storm threatens huge swath of US

    March may go out like a lamb, but it promises to be a lion for the next few days for a huge strip of the country.

    A late-season winter storm is predicted to bring snow, ice and even blizzard conditions from the Northern Plains to the New England coast and as far south as the nation's capital.

    Wednesday is the first day of spring, but try telling that to people in the affected areas. 

    The National Weather Service issued blizzard warnings for large parts of the Dakotas and Minnesota as winds gusted at 50 mph and snow started piling up late Sunday and early Monday.

    Traffic could be snarled in urban centers, especially the Twin Cities, and things might not be much better in Chicago, where just a bit of snow is forecast but freezing rain threatens to bedevil Monday morning commuters.

    The wintry mess will spread across the northern Great Lakes region and into the Northeast later Monday and into Tuesday, according to Weather.com.

    Most of Wisconsin is under a winter weather advisory, while lake-effect snows are expected in western Michigan. Across the southern Great Lakes, including Cleveland and much of northern Ohio, as well as parts of western Pennsylvania, snow is expected to be followed by freezing rain throughout much of Monday, potentially causing traffic tie-ups throughout the region, according to NBCChicago.com said.

    CHICAGO -- An Illinois teen who was injured in a shooting Friday is believed to have shot himself, officials said.

    The 17-year-old boy from Elmwood Park was taken to Loyola Hospital in Maywood, Ill., with a gunshot wound to his left groin area when he reportedly told police he was shot by two men wearing ninja masks.

    Police investigated, talked to witnesses and reviewed surveillance but found no evidence of the attack. The boy, who has gang ties, confessed that he was driving in a car and playing with a gun when it discharged in his lap, the Chicago Tribune reported.

    Medical personnel said the wound reflected self-infliction and officials are working to determine where the incident occurred to determine which police agency has jurisdiction over the case, according to the Tribune.
