    Conn. state trooper wounded during deadly shootout with robbery suspects

    WESTBROOK, Conn. -- A state trooper was shot on Monday afternoon in Westbrook, Conn., while trying to apprehend two suspects in a robbery, and one of the suspects is dead, according to state police.

    Old Saybrook police were pursuing suspects in an armed robbery and and asked Troop F for help.

    During the pursuit, a state trooper's cruiser and vehicle the suspected robbers were in collided on Route 153 in the area of Docs Hill on the Essex, Westbrook line, police said.

    The trooper exchanged gunfire with the suspects and was shot while trying to take the two men into custody.

    The chase began with Old Saybrook police near a Days Inn at 1430 Boston Post Road in Old Saybrook just before 3 p.m., according to a witness. The suspects checked into a room at the Days Inn, the witness said.

    There was also another crime scene located at the Heritage Motor Inn, 1500 Boston Post Road. The owner of the inn said that the victims of the armed robbery live at the hotel. Police would not confirm this information.

    The trooper suffered severe injuries, though the injuries were described as non-life-threatening, according to state police.

    Officials said he was alert and conscious and taken to the Shoreline Medical Center in Essex by another state trooper.

    Route 153 was closed in the area for hours.

    Lifestar, a helicopter rescue service, sent one aircraft to the medical center and left with one of the injured suspects onboard, according to state police. The suspect was taken to Hartford Hospital, police said.

    Trooper suspended after women sue over roadside cavity searches

    A Texas state trooper has been suspended with pay, officials said Wednesday, after two women claimed they were subjected to intimate body cavity searches at the roadside in full view of the public.

    The two women, from Irving, Texas, are suing two state troopers and the director of the Department of Public Safety, alleging they were violated during what they call an unconstitutional search on State Highway 161 on July 13.

    Angel Dobbs and her niece Ashley Dobbs were stopped for littering by Trooper David Farrell.

    In a dashcam video released by the women and their attorney, Farrell can be heard telling the women they would both be cited for throwing cigarette butts out of the car.

    Farrell called for a female trooper, Kelley Helleson, to come to the scene and began to ask questions about what he described as “an odor of marijuana” coming from the car, according to the video. Angel Dobbs denied smoking marijuana, and said she had borrowed the car.

    'Humiliated'
    After Helleson arrived, she can be seen in the video putting on blue latex gloves to conduct a search of both women. According to the lawsuit, when Angel Dobbs asked about the gloves, Helleson "told her not to worry about that."

    In the lawsuit, Dobbs said the trooper conducted the cavity search on the roadside, illuminated by the police car's headlights, in full view of any passing motorists.

    "This has been an eye-opening experience for me. I've never been pulled over, never searched like this. I was totally violated over there a few minutes ago... this is so embarrassing to me," Angel Dobbs said on the video.

    "I've never been so humiliated or so violated or felt so molested in my entire life," Angel Dobbs told NBCDFW.com.

    The lawsuit further alleges that Helleson performed the searches on both women without changing the latex gloves between searches.

    "I don't think anybody needs to have to feel, or go through what we went through," Ashley Dobbs said. "It crosses my mind every day. It's humiliating," she said.

    The Department of Public Safety told NBCDFW.com that Helleson had been suspended with pay.

    There had been no other suspensions as of Wednesday night, NBCDFW.com reported.

    No narcotics or contraband was found, according to the lawsuit.

    Two Irving, Texas, women are suing two Texas State Troopers and the director of the Department of Public Safety after they say they were violated during roadside cavity searches in full view of the public and without probable cause.

    On July 13, while driving along state Highway 161, Angel Dobbs and her niece Ashley Dobbs were stopped for littering by Trooper David Ferrell. In the dashcam video released by the women and their attorney, Ferrell can be heard telling the women they would both be cited for littering for throwing cigarette butts out of the car.

    Farrell then returned to his cruiser and, in the video, can be heard calling female trooper Kelley Helleson to the scene to search both women whom he said were acting weird.

    While waiting for Helleson to arrive, Farrell asked Angel Dobbs to step out of the vehicle and began questioning her about marijuana use. In the video, the Trooper is heard telling Dobbs he smelled marijuana coming from the vehicle while asking her several times how much pot was in the car.

    Farrell: How much marijuana is in that car? And don't lie to me.
    Angel Dobbs: I don't smoke marijuana.
    Farrell: OK, how much marijuana is in that car? That's my question.
    Dobbs: I swear to God, I don't smoke marijuana.
    Farrell: I'm not asking you if you smoke it.
    Dobbs: I don't think there is any marijuana in that car.
    Farrell: OK, when was the last time somebody smoked marijuana in that car?
    Dobbs: I honestly don't know. It's my boyfriend's car. So, I just borrowed it.
    Farrell: There's an odor of marijuana coming from the car and that's why I've got to talk to you further about it. Um, and the more upfront you are the better it's going to go for you. So, you're telling me there's no marijuana in that car?
    Dobbs: To the best of my knowledge, no there is not.
    Farrell: Is there anything hidden on your person?
    Dobbs: On my person?
    Farrell: On your person, in your shoes, in your underwear?
    Dobbs: No. I feel like I'm being treated like a criminal right now. What's going on?
    Farrell: I've got a female trooper up the road, she's going to come down here and we're just going to check a little bit more.

    After Helleson arrived, she can be seen in the dashcam video putting on blue latex gloves to conduct a search of both women. According to the lawsuit, when Angel Dobbs asked about the gloves, Helleson "told her not to worry about that.

    Dobbs said she never gave consent for the trooper to "frisk, pat-down, search, or otherwise touch her" and that she never gave consent for Farrell to search her vehicle -- which he can be seen doing in the dashcam video while the cavity search was under way.

    Dobbs said she was powerless to stop it. "What are you going to say? What's going to happen to you if you challenge that authority?" she said.

    With the cavity search concluded, Farrell then asked Dobbs about prescription medications found in the car. Dobbs said they were for her thyroid and for migraines. According to the lawsuit, Dobbs also suffers from a medical condition that was irritated by the search.

    Meanwhile, Helleson can then be seen performing the same cavity search on Dobbs' niece, Ashley.

    "It's because somebody is a daily smoker in that car. OK, you can attribute it to that," Farrell can be heard saying on the recording.

    The lawsuit further alleges that Helleson performed searches on both women, touching both their anus and vaginas, without changing the latex gloves between searches.

    "I don't think anybody needs to have to feel, or go through what we went through," Ashley Dobbs said. "It crosses my mind every day. It's humiliating."

    After searching the entire car and finding no narcotics, Farrell then administered a DWI test which Dobbs passed, the lawsuit said. The women were then issued warnings for littering and released at the scene.

    The lawsuit goes on to say that a bottle of prescribed Hydrocodone was missing from Dobbs' car and purse after the search.  The women returned to the scene of the traffic stop the next day to search for the medication, but it was nowhere to be found.

    Their lawyers say the search was illegal and a complaint about it was filed in August but that DPS Texas Rangers who investigated the incident took no action.

    "This is outside the constitutional grounds by a mile. It's not even close," attorney Scott Palmer said. "This has to stop. These two need to be stopped. There's no telling how many other people they've done this to and we hope that others come forward."

    Attorney Charles Soechting, Jr. said his father was a DPS trooper and he has great respect for the agency. "But in this instance they have completely failed the citizens of Texas," Soechting said.

    Soechting said a records request to DPS produced no policy that allows for cavity searches of any suspect in public.

    "What we're dealing with is a Class C Misdemeanor. It does not justify any type of pat down, let alone an invasive search of cavities of women,"” he said.

    Calls for comment to the DPS Austin headquarters were not returned Tuesday. 

    The women are requesting a trial by jury and are asking for unspecified, compensatory and exemplary damages and interest as well as recovery of attorney's fees and court costs.

    The Dallas County District Attorney's office tells NBC 5 it has received the case and will refer it to a grand jury in January.

    West Virginia state trooper, suspect killed in shootout following traffic stop

    A state trooper is dead and two officers are wounded during a shootout with a suspect who was later shot and killed in West Virginia. NBCNews.com's Dara Brown reports.

    A West Virginia state trooper was shot dead, another was critically wounded, and the suspect they confronted in a traffic stop was also killed in exchanges of gunfire near Charleston on Tuesday night, authorities said.

    Details of the two shootouts, which occurred roughly an hour apart along Interstate 79 in Clay County, remained sketchy.

    But the deadly chain of events unfolded after a pair of state police officers pulled over a suspect near Wallback, a community about 30 miles northeast of Charleston, and a gunfight ensued, state police Captain Bill Scott said.


    The Charleston Gazette newspaper reported that the traffic stop occurred at around 8 p.m. ET. 

    According to West Virginia State Police spokesman Sgt. Michael Baylous, the suspect had been driving erratically, The Associated Press reported.

    One trooper was killed and his partner was left in critical condition in the gunfire, Scott said. A tow-truck driver on the scene also was injured.

    It was not immediately clear how he was connected to the incident and whether he was struck by gunfire or was otherwise hurt, Scott said.

    He was unable to confirm local media reports that the first gunfight erupted when the suspect grabbed the weapon of one of the state troopers.

    The suspect then fled a short distance on foot and was subsequently confronted by a sheriff's deputy, Scott said. A second exchange of gunfire at that location left the deputy wounded and the suspect dead. The deputy's injuries were not believed to be life-threatening.

    The wounded were taken to CAMC General Hospital, the Gazette reported, quoting Baylous.

    Baylous also said the names of those involved in the incident would not be released until their families have been notified, the AP reported.

    "This being a rural area, we can't put the names out until we get the chance to talk to everybody," he said according to the AP.

    "This tragedy reminds us of the sacrifices that our law enforcement officers make every day to keep us safe," West Virginia Governor Earl Ray Tomblin said in a statement quoted by local NBC station WBOY.

    The incident is under investigation, police said.

    New Jersey State Police trooper charged with drunk driving after crashing car into creek

    A New Jersey State Police trooper has been charged with drunken driving and other offenses after striking two parked cars, crashing his police vehicle into a backyard creek and then fleeing the scene, according to reports.

    Trooper Kevin Byrne, 33, of Spring Lake Heights, N.J., was off-duty at about 2:45 a.m. on July 25 when he allegedly hit the unoccupied cars, which were parked in an area frequented by tourists of the Jersey Shore.

    At the same time, the Lake Como Police Department received a report of a hit-and-run accident, the Star-Ledger reported. The report said police found an unmarked state police vehicle in a nearby creek.

    No one was injured in the wreck.

    The department notified the New Jersey State Police, which took over the investigation.

    A spokesman for the state police, Acting Sgt. 1st Class Brian Police, told the Star-Ledger that Byrne was arrested at about 3 a.m. at his home, more than two miles away from where he abandoned his car. 

    The man who reported the accident to Lake Como police, Nicholas Duva, told the Star-Ledger he was awakened that night by car alarms. He said he went outside and saw his two cars had been struck. One was totaled and the other severely damaged, he said.

    “We’ve been renting here a couple of years,” Duva said. “This wasn’t exactly in the vacation plans, but these things happen. One was my son’s car and I’m really happy no one was hurt.”

    Byrne was charged with driving under the influence of alcohol, careless driving likely to endanger person or property, and leaving the scene of an accident, according to Lake Como municipal court records. He is scheduled to appear in court Wednesday.

    Under the New Jersey State Police’s policy governing alcohol use, any accident involving a trooper under the influence of alcohol requires a response from the field operations commander. The commander is responsible for ensuring all proper law-enforcement procedures are followed.

    Byrne is assigned to the Central T.E.A.M.S. unit, a highly specialized group of emergency responders. He made $94,232 last year in regular salary, not including overtime and other pay, according to state payroll records.

    The state police’s alcohol policy states that even off-duty troopers are prohibited from drinking, even while on vacation, to the extent that it might affect their work because they could be called to duty at any time – particularly if they are a member of an emergency-response team.

    Police said Byrne, a 10-year veteran, was suspended without pay the same day as the incident, pending the outcome of the criminal charges and an internal investigation by the state police. Troopers found in violation of the alcohol policy can be dismissed from the force, with the final decision resting with Superintendent Col. Rick Fuentes.

    State trooper and husband accused of running prostitution ring

    A Connecticut state trooper and her husband stand accused of running a prostitution ring while on duty. WVIT's Ilana Gold reports.

    A former Connecticut state trooper and her husband were arrested Thursday on charges of running a prostitution ring.

    NBC Connecticut obtained court documents that showed Pearl Kelly-Paris was running the illegal business with her husband, Jaykuan Paris, while still on the force.

    The State Police Statewide Organized Crime Investigative Task Force began an investigation 11 months ago after receiving information from federal authorities regarding possible prostitution activities in Connecticut.

    Kelly-Paris, 43, of New Britain, retired from the State Police in 2010, before the prostitution investigation began, according to Lt. Paul Vance. She had also worked as a state correction officer, Vance said.

    NBC Connecticut went to her New Britain home, Conn., but no one answered the door. Her neighbors were shocked by the allegations.

    “I'm surprised especially living in this part of town,” said Jeanette Thomas.

    Kelly-Paris’ arrest warrant was sealed, but her husband’s wasn’t and it detailed some disturbing allegations. The paperwork showed that in 2010, when she was still working as a state trooper, her husband was renting rooms for prostitutes in the Super 8 and Motel 6 in Rocky Hill and often used her name.  

    One of the alleged prostitutes reportedly said she saw Kelly-Paris drive up in a police cruiser wearing her uniform and met up with her husband, then gave him a digital camera. That woman alleged he then took pictures of the girls working for him to post prostitution ads on Craigslist. 

    “A state trooper is supposed to protect the place...not bring that kind of trash in,” Thomas said.

    In the arrest warrant, the alleged prostitute told investigators Kelly-Paris would take the “dates” if customers were interested in someone older, and the workers were instructed to call her if someone made the request. 

    State Police said they started investigating her after she left the force, and on Thursday they still had many unanswered questions. 

    Both Kelly-Paris and her husband Jaykuan Paris are facing criminal charges in connection with the crime.

    Kelly-Paris was released on a $50,000 bond. She is scheduled to appear in court on June 11.

    State trooper shot dead near Bremerton, Wash.

    BREMERTON, Wash. -- A Washington state trooper was found shot to death following a traffic stop early Thursday.

    State Patrol spokesman Monte Simpson said the shooting occurred just outside the Kitsap County town of Gorst, about 10 miles southwest of Bremerton, shortly before 1 a.m. local time (4 a.m. ET).


    He said the suspect was still at large.

    There was no suggestion of a connection, but on Wednesday in Bremerton an 8-year-old girl was critically wounded by a gunshot.

    Armin Jahr Elementary School was just letting out for the day when the victim was shot at about 1:29 p.m. local time (4:29 p.m. ET), Bremerton police said.

    A Bremerton Police Department statement said a student had a firearm in his backpack that apparently discharged, striking the victim. Detectives believe the shooting was an accident, the statement said.
